The overarching objectives of the Ehsaas program comprise the remediation of the provision of effective and comprehensive safety nets for marginalized and vulnerable Pakistanis, the creation of livelihoods and pro-poor job markets, targeted investments for human capital formation, and lifting economically distressed districts and areas suffering from severe multidimensional poverty.

The purpose of the program is to turn Pakistan into a veritable welfare state, which is one of the key objectives of the present government. Ehsaas is built on 10 foundations: building and re-building institutions, institutional framework and strategy formulation, multidimensional partnerships, more than 70 percent benefits for women and girls, data-driven, digital backbone, one-window operations, and Tehsil-level digital hubs,6 transparent and apolitical character, budget and fiscal optimization, and delivery paradigm and people-centered communication.


Ehsaas Program is built on 10 inclusive foundations, The Ehsaas Program encompasses 20 major programs, comprising 292 policy actions, covering 14 marginalized and vulnerable target groups, and involving 26 executing agencies including federal and provincial ministries.
Multi-sectoral partnerships and innovations are encouraged to ensure the efficiency and efficacy of delivery. These programs are aimed at marginalized and vulnerable social groups, namely, the extremely poor, orphans, widows, the homeless, the disabled, the jobless, poor farmers, poor laborers, the sick at risk of medical impoverishment, the undernourished, students from low-income backgrounds, poor women, and elderly citizens.

Procedure to Withdraw Ehsaas Emergency Cash?

Once you receive the message of confirmation of successful online registration of the Ehsaas Program, the next step is to withdraw your cash. You can draw the amount from the Tehsil office of BISP and the nearest ATMs of the bank by following these steps.

1) HBL ATM Withdraw

If your online registration of the Ehsaas Program is done and fulfilled the NSER Survey, now you can get your money easily via HBL ATM. Just follow these steps:

  • Grab your CNIC and go to the nearest ATM of Habib Bank LTD.
  • Insert your CNIC into the ATM

Salient Feature of Ehsaas Program

Ehsaas program comprises several types of assistance reliefs in all categories for all age groups and people. The main barrier is fulfilling the eligibility of needy person fixed through online registration of Ehsaas Program.

The 292 Ehsaas actions and initiatives are being implemented by the Poverty Alleviation and Social Security Division (PA&SSD) or Ehsaas Ministry as well as 17 other federal and provincial ministries. PA&SSD oversees four different bodies _ Benazir Income Support Program (BISP), Pakistan Poverty Alleviation Fund, Trust for Voluntary Organizations, and Pakistan Baitul Maal.

Currently, out of 292 actions, PA&SSD, together with its auxiliary organizations, is leading over 188 initiatives and actions falling primarily within the ambit of Pillar II.


It is important to mention here that PA&SSD is the governing body of BISP, but Ehsaas Program is in no way a rebranding of BISP. With its 20 major programs, Ehsaas includes, but goes way beyond BISP, which essentially focuses on unconditional and conditional cash transfers as well as national socioeconomic registry.

Programs falling under the purview of BISP are Ehsaas Emergency Cash, Ehsaas Kafaalat, Ehsaas Kafaalat for the differently abled, Ehsaas National Socio Economic Registry (NSER), Ehsaas Waseela-e-Taleem, and Ehsaas One Window. Ehsaas encompasses all these programs within its broad ambit.
Pakistan Poverty Alleviation Fund is leading the National Poverty Graduation Program and is overseeing two major programs, namely, Ehsaas Interest-Free Loans and Ehsaas Amdan. Pakistan Baitul Maal focuses primarily on car services and is leading key programs like Ehsaas Langars, Ehsaas Baitul Maal, Ehsaas Darul Ehsaas, Ehsaas Koye Bhooka Na Soye, and Ehsaas Panahgahs.


Many programs are being executed in collaboration with different partners. These programs include Ehsaas Undergraduate Scholarships in collaboration with HEC and at least 136 public universities, Ehsaas Bachat Account together with the banking sector, Ehsaas Nashonuma consisting of conditional cash transfers in partnership with the World Food Programme (WFP), and Ehsaas Utility Store Riayat in partnership with Utility Stores Corporation.


PA&SSD is directly overseeing some initiatives like Ehsaas Rehri Baan, Ehsaas Kiryana Store Riayat, Ehsaas Tahafuz which is a patient-centric precision safety net program allowing one-time health costs against catastrophic shocks, Ehsaas Delivery Unit, and One Window Ehsaas.


The last is notable for having provided a single window one-stop shop for the 14 target groups. It is founded on six pillars, namely, a one-stop shop or the Ehsaas Center, public-oriented digital information and service platform, a mobile app, back-office integrated digital interface, integrated national socioeconomic database, and Ehsaas One-Window beneficiary selection and targeting policy.


The first One Window Ehsaas Center is already working successfully in Sitara Market, Islamabad. 104 out of 292 Ehsaas actions and initiatives belonging mainly to Pillars I, III, and IV are being executed by other agencies such as Aviation, Defence, Establishment, Finance, Law and Justice, and Planning, Development and Special Initiatives Divisions; Prime Minister’s Secretariat, Federal Ministries of Climate Change, Interior, Information and Broadcasting, IT, Industries and
17 Production, Human Rights, Housing, National Health Services Regulation and Coordination, Overseas Pakistanis and Human Resources Development, Power, Federal Education and Professional Training, National Food Security and Research; and provincial ministries and departments.

The budgets and strategies for Ehsaas programs executed by these agencies fall within the respective remits of these entities. There are also partner organizations which execute other Ehsaas programs. For instance, work is in progress to put together a nationwide Ehsaas program called Ehsaas Rashan Riayat which is a program to target commodity subsidies that is executed by the National Bank of Pakistan under the banner and oversight of Ehsaas.

Also, there are a number of partner initiatives which are executed by partner agencies; for example, Ehsaas undergraduate scholarships is executed by 136 public-sector universities and the Higher Education Commission (HEC). The savings account initiative is executed by banks.

The Ehsaas Nashonuma, which is the conditional cash transfer program, is executed by the World Food Program. Robust monitoring and evaluation dashboards are in place to track the progress of all initiatives. These projects are tracked by their status, that is, completed, on track, and delayed. In sum, Ehsaas is an ecosystem where 26 different federal agencies come together in support of one strategy and unified goals.

Major Ehsaas Programs

At present, there are three categories of programs. There are very large programs with nationwide outreach. There are programs that are being implemented in selected districts, and then there are pilot programs. Nation wide Programs:

Ehsaas Kafaalat Program reaches 8 million families; in 2021, it reached 12 million families in view of the post-Covid-19 emergency relief. One of the goals of the program is to ensure financial and digital inclusion for at least 7 million women by means of one-woman-one-bank-account policy. In Kafaalat program, women get bank accounts and 12,000 rupees every 6 months at the rate of 2,000 rupees per month.

There is an allied program, Ehsaas Kafaalat for the differently-abled, including 2 million families with at least one differently-abled individual.

Ehsaas Waseela-e-Taleem Digital Program is meant for the children of Ehsaas beneficiary families. These educational conditional cash transfers target students aged 4-22 years from Ehsaas beneficiary families. The program is covering 160 districts of Pakistan.


These educational stipends favor girls over boys with girls getting 500 rupees more than boys on a quarterly basis at primary, secondary, and higher secondary levels. Under this program, Ehsaas has introduced a graduation bonus of 3,000 rupees for girls upon the completion of primary education to encourage families to focus on girls’ education till secondary level at least.


Ehsaas Emergency Cash Program is an instrument to give cash payments to individuals during times of social crises or natural disasters. More than 15 million families were covered and a total of 203 billion rupees were disbursed to help vulnerable families cope with the socioeconomic disruption caused by the Covid-19 pandemic.

Ehsaas Undergraduate Scholarship Program aims to expand access to higher education by giving 50,000 scholarships totaling 20 billion rupees to undergraduate students, out of which 50 percent will be girls and two percent will be differently abled.
The program covers 100 percent tuition fees and offers a living stipend of 4,000 rupees per month. The program is being offered at 135 HEC-recognized universities in all four provinces, Gilgit-Baltistan, and Azad Jammu and Kashmir (AJK). During the last two years, 142,000 scholarships totaling 13.2 billion rupees
have been given to eligible students.
Ehsaas Interest-Free Loan Program, focusing on interest-free credit for sustainable income generation, has given 3.8 million loans across Pakistan from which 14.7 million people have benefited.
Ehsaas Darul Ehsaas Program is running more than 50 centers or orphanages across Pakistan to provide safety net for orphaned children as well as children suffering from lack of parental care.

Ehsaas Nashonuma, launched in August 2021 in the first phase across 14 districts of Pakistan with the help of World Food Program, aims at addressing stunting in children less than 23 months of age. Under the program, 50 Ehsaas Nashonuma Centers have been set up at tehsil level health facilities to provide all the program services at one point. While the program is being fully funded by the government, World Food Program (WFP) has been chosen to implement the program activities. With the total budget of about 8.5 billion rupees, the program will cover more than 221,000 households.

The key services of the program include special nutrition for pregnant and breastfeeding women and children under 23 months of age, quarterly 20 conditional cash transfers of 1500 rupees for women and boys, and 2000 rupees for girls, immunization, and awareness sessions on nutrition, hygiene, sanitation, etc., and quarterly ante- and post-natal care.


In order to provide food and shelter mainly to daily wage laborers, Ehsaas Langar Program has established 112 langars or meal centers across the country in partnership with Saylani Welfare International Trust.
Ehsaas Koye Bhooka Na Soye Meal-on-Wheels Program, an extension of the Ehsaas Langar Policy, distributes cooked food to the hungry at designated delivery points across 7 major districts.


Ehsaas Panahgah Program further provides two meals per day, shelter and health care to deserving poor individuals.3.5.3. Pilot Programs
Ehsaas Tahafuz Program, being implemented in coordination with the government’s Sehat Sahulat Program, provides protection against catastrophic health expenditures through one-time financial assistance to deserving patients that are covered neither through Sehat Sahulat Card nor hospitalized in a medical facility registered with Sehat Sahulat Program.


Other prominent pilot programs include Ehsaas Utility Store Riayat to provide nationwide targeted commodity subsidies in collaboration with Utility Stores.21 Ehsaas Kiryana Store Riayat Program will cover 20 million families identified through the Ehsaas survey.

More than 130 million people will be beneficiaries overall. The program will consist of a subsidy of 1000 rupees per month for each family for buying flour, pulses and cooking oil or ghee. The facility will be available on Kiryana stores identified by National Bank of Pakistan. Ehsaas rehabilitation Program is a multi-stakeholder program to improve Islamabad’s street vending ecosystem prior to rolling out in other cities.

Enrollment criteria of Pakistan Sweet Home Dar-ul Ehsaas program

The following criteria shall be observed for enrolment of child in the DuE:

i. If father or both parents are not alive
ii. Age bracket of 4 to 6 years
iii. Family is deserving
iv. As a very special case and in case of non-availability of orphan falling under Clause-i& ii, if
the parents are unable, or unfit to provide basic needs to children, i.e health, education,
shelter, nutrition, security.

The categories in the order of priority are as under:

Parents whereabouts/mother / father or both are missing, and the family is poor and
deserving (In this case, police report and the written statements of close relatives will
be required);
b) Mother is divorced and is unable to take care of the child;
c) Mother is divorced & re-married and is unable to take care of the child;
d) Divorce between the parent and both are very poor;
e) Mother has died and the father is unable to take care of him/her due to poor financial
conditions;
f) Mother has died and the father has remarried and is unable to take care of him/her due

(divorce documents, statements or affidavit (judicial paper) of parent(s), police reports and union

documents immediately from the concerned authorities).

What is the Procedure of enrollment in Sweet Home Dar ul Ehsaas Program

The guardian or parent(s) shall apply for enrolment of child in the DuE on prescribed application form along-with copy of requisite documents (Annexed to the policy). Applications, completed in all respects will be submitted at PBM District Office in the concerned district. The District Office will investigate and determine the socio-economic status of the applicant & child and will forward the application form along with requisite documents to Provincial/Regional Office, containing his recommendations.

b. Family Registration Certificate / Form – B from NADRA

k. Any other document, as required under Clause 2.1
ii. Enrolment Committee
There shall be an Enrollment Committee in each Provincial /Regional Office, comprising of following to scrutinize, prioritize and finalize the applications on merit, for enrollment in the concerned DuE. The Committee shall also prepare a waiting list of applicants according to the space available:

ii. Assistant Director (dealing with DuE matters) Member

What are the Facilities in Dar ul Ehsaas (Pakistan Sweet Home)

There shall be maximum strength of (100) in each sweet Home. The residential facility shall be divided into two groups as per age of the children:

  • Boarding Home – for children upto12 years
  • Boarding House` – for children above 12 years
    ii. The children in Boarding Home shall further be divided into sub groups of maximum (10) children, to be called Family Unit:
  1. Group A – 4 to 6 years
  2. Group B – 7 to 10 years
  3. Group C – 11 to 12 years
    iii. The children in Boarding House shall further be divided into sub groups, to be called Family Unit :
  4. Group A 13 to 14 years
  5. Group B 15 to 16
  6. Group B 17 to 18years or matriculation, whichever comes earlier
    iv. Children in each home will be divided into family unit of (10) children. Each family unit in the boarding home will be looked after by a female Caretaker. The family unit, maximum of (15) children in the boarding house shall be managed by male caretakers i.e one caretaker for one family unit. The female caretaker will reside with the children in the same room till the age of 12 years in the DuE home.
    The caretaker will reside in the same building with the elder children in DuE house. They will not be allowed to spend night inside room.
    v. Each room will have a display board, mentioning the names & pictures of children, residing in the room.
    vi. Boarding home and house shall be separated from each other. If the DuE does not have separate buildings for home and house, arrangements will be made for portions / partition for home and house in the same building. No interaction of residents of children / staff of either home/house will be allowed.
  7. vii. Residents of either home / house will not be allowed to visit or reside in the house / home and
  8. vice versa. Strict check & balance will be ensured by the PSH Incharge /Assistant Warden. CCTV

Is the Nutrition in (Pakistan Sweet Home) Dar ul Ehsaas Program

Nutritious food shall be provided to the children as per prescribed menu, approved by the DuE (Sweet Home), Management Committee. The Management Committee may consult a professional nutritionist or dietician in preparation of menu.
ii. The menu for the children should be devised keeping in view their age, physical requirements e.g elder will need more nutritious & energetic food.
iii. The approved food menu should be displayed in the dining area.
iv. Children with special dietary needs shall be accommodated. Athletes, malnourished children and children with medical issues will be provided meals at times other than meal times on need basis.
v. The Incharge, in consultation with the Caretakers and children will decide the meal serving times for breakfast, lunch and dinner, in addition to tea breaks. The meal timing may be revised after each month, if required, based on weather or children routine.
vi. The meal timing will be decided in consultation with the children, based on their activities.
vii. Clean drinking water will be ensured in the centre. For the purpose, water filters may be installed and may be replaced regularly.

How Keep The Physical And Mental / Physiological Healthcare in Sweet Home

a) An environment of cleanliness and hygiene shall be ensured in the (Pakistan Sweet Home) and the health and personal hygiene of each child shall be monitored, while ensuring the dignity of the child.
b) A medical check up of each child from a recognized government hospital shall be undertaken at regular intervals (minimum once a year) and the medical record of each individual child shall be maintained in personal file of each child. Periodic vaccination will be arranged, in case of any epidemic/ pandemic etc, if required.
c) First Aid Box with sufficient medical equipment will be available in the Sweet Home at any time. Proper and immediate medical care shall be provided in case of any illness / any emergency.
d) A special individual attention will be given on the mental and psychological condition of each child. A certified social / clinical psychologist or psychotherapist shall be consulted to visit PSH and have interactions with the children, from time to time. Individual child may be referred to him / her, immediately for counselling and treatment. The report should be placed in the personal file of each child.
e) To enhance mental and physical capacity of the children, events like physical exercise, sports, extra-curricular activities, motivational lectures, out-door recreational camps shall be arranged.
f) Use of mobile phone by the PSH children, in home & house, will not be allowed. Strict check shall be ensure by the Incharge, Wardens and Caretakers. Telephone should be ensured in working condition and children will be allowed to call to their parents / guardians on weekly basis. The same may also be shared with the parents / guardians to convey any message to the child.

EDUCATION

i. The children will be admitted in the renowned and well reputed school of the city for formal education from Class – 1 to Class – 10. The children will be provided 2xsets of uniform, books, stationery and other accessories, as required by the school.
ii. Foundation program shall be arranged for them, in consultation with the school, if required.
iii. The children in the Sweet Home shall be engaged in extra coaching classes to achieve academic excellence. For the purpose, the school may be asked to make arrangements and in case the school does not have such facility, private tutors may be arranged on need basis. For the purpose, the services of SRCL Teachers can also be availed with his / her consent as per nominal rates.
iv. The children in Class-7 & 8 will be prepared to appear the cadet colleges etc for entry tests. Extra coaching classes will also be arranged for the purpose. The maximum range of per child cost of coaching / preparatory classes will Rs. 15,000 per month (maximum for four months).
v. Participation of children may be ensured in each curricular and extra-curricular activity in the school as well as out of school, such as speech competition, essay writing, sports etc.
vi. Check & balance on the academic performance of the children will be the responsibility of Incharge.

vii. Random tests of the children will also be carried out by the Provincial Office or Head Office, to assess the academic performance of children.
viii. Education record of each child will be placed in his personal file.

RECREATION/ ENTERTAINMENT

Mental relaxation, physical health and recreational needs will be met by arranging the following:

Sports/ in-door/ out-door games
ii. Mini Library (kids magazines, kids comic books, religious books for kids and similar)
iii. Trips to parks (Weekly)
iv. Outdoor trip (adventure) (twice a year)

What are Safety And Security Measures in Sweet Home

All infrastructure of Sweet Homes shall be raised and maintained on the principles of ‘safety first’. All facilities shall be very carefully maintained from safety and security point of view.
ii. The accommodation of the boarding home/ house should be resistant to natural disasters, spacious, airy with reasonable weather control and with enough sunlight.
iii. The accommodation of the boarding home/ house should have the bedrooms’ layout such as with enough space between beds with provision of enough privacy and easy movement of the children.
iv. Fire fighting equipment should be available in working condition every time in the PSH. The PSH staff and the children must be trained about their use.
v. The PSH should have only one main entry gate. The boundary walls should be high enough that no one may cross it. The boundary wall shall be cordoned off with metal barbed wire. Regular inspection of the boundary wall and barbed wire should be carried out.
vi. CCTV cameras should be installed in each corner / room / corridors / boundary walls / main gate etc of the PSH and care should be taken that no blind area is left. CCTV camera should be properly monitored and their functionality may be ensured. At least one week of back up is mandatory for each PSH, with power back up facility. The data older than one week will not be deleted, and will be transferred to an external hard disk for record& safety.
vii. The lights of corridors and common areas need to be illuminated throughout the night.
viii. No outsider will be allowed to visit the PSH without prior permission of Director concerned. In case of any urgency, verbal approval from the Director will be obtained, followed by formal approval in written. The monthly report of all visitors will be shared with the Projects Branch, and M&E Branch, Head Office.
ix. It will be ensured that no leakages are there in the gas connections. Similarly, loose connections or barbed wires in electricity should be check properly. Thorough check up of gas connections, and electric connections should be carried out on monthly basis.
x. No heater shall be allowed in the bed rooms in the night.
xi. Medicines, pesticides, germicides, sprays, and any inflammable or similar items should be kept out of the reach of children.
xii. Fire alarms should be affixed in working condition. Fire extinguishers should be placed in each corridor and rooms.

xiii. Mosquito killers (coils) are not allowed in the bed rooms. PBM PSH Policy – 2022 Page 9 of 34
xiv. Water geezers, if installed inside the washrooms, then proper ventilation system should be arranged.
xv. All children should be kept under watch, round the clock.
xvi. Emergency exit should be designated.

What is the Agreement Between Pakistan Sweet Home And Orphan’s Legal Heirs?

The parents / guardian shall sign undertaking, annexed to this policy, on stamp paper with PBM at the time of enrollment of child in the Sweet Home, duly attested by Oath Commissioner / Notary Public. Involvement in immoral activities or prohibited by law will lead to expulsion from .
To raise confidence and to maintain family bonds, the children shall be allowed to have fortnightly meetings on Sunday with their legal heirs/family members/relatives in the Pakistan Sweet Home.
Legal heirs/family members/relatives/friends can take the child with them, on Eid / Festivals/Family Functions etc. Such arrangements will be made in written and duly signed by the parent / guardian and Incharge.

The guardian will be bound to return the child to the Pakistan Sweet Home on the given date / time. Any breach of contract may lead to expulsion of child from the Pakistan Sweet Home.

How File The Complaints?

The children will be trained to intimate the Incharge or Warden or caretaker in case of any complaint or reservation, if any. Parents may also be encouraged to convey their any complaint or suggestions to improve the service delivery in the Pakistan Sweet Home. The Incharge will take immediate remedial measure to address the complaint or reservation.

What are the Procedure of Funeral Ceremonies?

In case of death, the child shall be buried in ancestral graveyard. The child having no legal heirs shall be buried in main graveyard of the city. All expenses shall be borne by Sweet Home. The services of welfare ambulances can also be availed, if possible.

How To Exit From Pakistan Sweet Home?

i. On written application from the parent(s) / registered guardian, the child in the Pakistan Sweet Home may be discharged from the Pakistan Sweet Home, to be handed over to them. The exit of child will be allowed after signing of prescribed exit form, annexed to the policy. The new child shall be enrolled, as per Clause- (iii).
ii. After matriculation or till the age of 18 years whichever comes earlier, the children will be enrolled in the Orphan Widow Support Program and it will be the responsibility of concerned Provincial / Regional Office to complete all the essential documentation in this regard before the child passes the matric examination to ensure his timely enrollment in the OWSP.
iii. Child expelled on moral / discipline grounds will not be enrolled in any other Sweet Home all over Pakistan. He will also be disqualified to get benefit from any other welfare scheme of PBM (IFA/OWSP etc.). The concerned Director will maintain the data of expelled children / drop out children and will notify the same in PBM along with complete details / photographs. IT Directorate will also maintain the database to this effect.
iv. The above expulsion does not include the selection of child in the cadet college. In that case, his name will be excluded from Sweet Home.

Introduction of Ehsaas Nashvonuma program

Approximately 38% of children in our country of total population are facing the deficiency of essential nutrients even daily need food. The government has taken the iniative with the help of World Food Program to resolve the deficiency of necessary daily need food for born babies under age 2 years. Ehsaas Nashvonuma program has launched to offer a nutritious diet to children under age 23 month.

First 1000 days of new born baby are utmost crucial for standard food and nutrition but in our country Pakistan large number of population especially of rural & river belts spending life below than poverty line can not afford and literate for such essential food for newly born baby.

These 1000 days are categorized in two span: First 270 days after the pregnancy of mother when baby is in the mother’s womb till delivery. during these not only child in tummy needs special nutrition but mother also needs special food for better growth of both. Second span is from delivery to feeding period of approximate 23 months.

Ehsaas Nashonuma Program offer Rs. 2000 to Rs. 2500 to all the mothers who deserve it as the best food during the first 1000 days fom the stage for the baby’s physical future smartness, strong, and health both the child and mother.

Government has allocated a total budget of  8.52 billion rupees for the period of 3 year to facilitate pregnant women by establishing 33 Nashonuma center in 9 districts of Pakistan for all eligible beneficiaries.

As pilot a projects aid is delivered to the 15 districts of Pakistan. However, in the future, it will speeded in all other districts also under World food Program.
